Η Μεγάλη Ιδέα και το καθήκον

Σε εντελώς άσχετη στιγμή, παραμονές Χριστουγέννων 2011, την ώρα που οι μισοί δεν την πολυ-βγάζουμε κι οι άλλοι μισοί φοβούνται το φάντασμα της δραχμής, σκέφτηκα πόσο πολύ θα ήθελα να φωνάξω για την ιδέα μίας νέας Μεγάλης Ιδέας για τους Έλληνες. Η προηγούμενη μας τελείωσε με φιάσκο και ξεσπίτωμα από τις πατρογονικές εστίες των Ιώνων.

Μιάς Ιδέας που δεν έχει να κάνει με επέκταση των συνόρων του ούτως ή άλλως παθογενούς ελληνικού κράτους. Μιάς Ιδέας που σχετίζεται με την αναζήτηση των ριζών μας, της ιστορίας των ανθρώπων που αποκαλούσαν του εαυτούς τους Έλληνες, της αληθινής συμβολής τους στο παγκόσμιο γίγνεσθαι. Μια ανασκόπηση που θα γεννήσει προοπτικές, θα μας θυμήσει σε τι συνίσταται η έννοια του ελληνισμού. Πέρασε άραγε τέτοια κρίση στο παρελθόν; ήταν ποτέ πλούσιος στην ύλη αυτός ο τόπος; σε τι οφειλόταν η μοναδικότητά του; Μοναδικότητα με την έννοια της ιδαίτερης φυσιογνωμίας που κάθε λαός έχει. Όχι με την έννοια της υπερτερότητας.

Το όχημα για κάθε έθνος και λαό είναι το κράτος. Πως θα μπορούσε να μετεξελιθεί το κράτος της Ελλάδας για να αντέξει στις προκλήσεις και τις προσκλήσεις των καιρών.

Μία πρώτη διαπίστωση είναι ότι δεν ανήκουμε στη Δύση. Δεν ανήκαμε ποτέ. Δε δεχτήκαμε το παπικό πρωτείο. Δεν ακολουθήσαμε τον ηπειρωτικό ευρωπαϊκό διαφωτισμό. Δεν περάσαμε την αναγέννηση. Ίσως γιατί την ώρα που οι δυτικοί ζούσαν τον μεσαίωνα των προκαταλήψεων, της απόλυτης μοναρχίας και του επιστημονικού σκοταδισμού, οι Έλληνες ήκμασαν και κυριάρχησαν στην Ανατολική Ρωμαϊκή Αυτοκρατορία, το Βυζαντινό Imperium.

Η αμάθεια των νεο-ελλήνων τραγική. Έφτασε ο τέως πρωθυπουργός να ξεστομίσει ότι η πρότασή του για δημοψήφισμα προέκυψε από την επιθυμία του να γυρίσουν οι Έλληνες στους καιρούς και θεσμούς της άμεσης δημοκρατίας ξεπερνώντας τους βυζαντινισμούς. Ω τι ντροπή που αφήσαμε αυτόν να κρατήσει το τιμόνι της χώρας. Βυζαντινισμός, ο δυτικός όρος για τισ πολιτικές διεργασίες, που τόσο πολύ ομοιάζουν με όσα συμβαίνουν στα σύγχρονα δημοκρατικά κόμματα ανά τον κόσμο. Ήταν απόλυτη η αυτοκρατορική διαδοή στο Βυζάντιο; Όχι γι' αυτό και άλλαζαν οι δυναστείες. Κομνηννοί,Δουκάδες, Άγγελοι, Βατατζήδες, Παλαιολόγοι. Πολιτικές διεργασίες στο παλάτι οδηγούσαν στην ανατροπή των αδύνατων Στρατιωτικοί και πολιτικοί αποφάσιζαν την υπέρβαση, την προσπέραση διαδόχων αναξίων/ανικάνων. Βέβαια ο ΓΑΠ με δατυλίδι και κομματική εκλογή τύπου Μπαθ επί Σαντάμ πήρε τα σκήπτρα αρχικά στο ΠΑΣΟΚ. που να ξέρει από "αριστοκρατίες".

NATO Enlargement - strategic approach and next steps - policy recommendations

Στο πλάισιο σεμιναρίου Βαλκανικών σπουδών του Fletcher, κληθήκαμε να ετοιμάσουμε υπόμνημα προς το State Department.Ευλογώντας τα γένια μου, ήμουν μπροστά, κυρίως σε ότι αφορά στη Ρωσία. Και επιμένω ότι για την Αμερική, είναι μονόδρομος να συνεργαστεί με τη Ρωσία αν θέλει να συνεχίσει να παίζει ηγετικό ρόλο στις διεθνείς εξελίξεις, ειδικά για να ανιμετωπίσει τις προκλήσεις σον αραβικό κόσμο και την κεντρική Ασία.

This Memorandum deals with the current US challenges associated with the NATO Enlargement and shall consist of two main parts: (i) a comprehensive analysis of proposed overall policies and objectives and (ii) a number of in concreto recommendations with regard to the upcoming 60th Anniversary NATO Summit in April.

I. Strategic Objectives
The Bucharest Summit was a straight backlash of the major European allies against US attempt to implement its aggressive Enlargement policy. This reaction should not be attributed to an urgent, spontaneous reflection of resentment to the previous Administration; in contrary, its roots are based deeply on a number of issues that pose serious risks to NATO’s long-term cohesion. These issues shall be identified below and define US short-term and long-term proposed policies.

- Identification of problems/challenges
(a) Need for collective “legitimization”: US has been rigorously attempting to promote its Enlargement agenda with regard to Georgia, Ukraine and countries of Western Balkans (Albania, Croatia and Macedonia) disregarding the disagreement of its major European allies (UK, France and Germany) with regard to former Soviet countries, as well as objections raised by Greece against Macedonia’s candidacy. US must engage in serious diplomatic discourse with regard to its agenda before it puts again in the table a proposal that might be rejected. Following the Kosovo attack and the invasion of Iraq, there is a call in the international community for a more active participation of all major allies in decision-making. This also applies in an analogous manner with regard to the Enlargement project: a dynamic expansion policy of NATO to Georgia and Ukraine needs to be decided in a clearly unanimous manner. A strong and cohesive collective decision by a number of major allies (apparently including, but not limited to, UK, Germany and France) would “legitimize” the geopolitical consequences of such expansion in the eyes of the global community and discourage Russia’s opposition.
(b) Acknowledgement of Russia’s invigorated status: Russia should no longer be considered a post-Soviet failed state or a former superpower that is now deprived of real influence. The previous administration failed to acknowledge early enough that Russia is now able to stand on its own feet and promote its own security agenda by influencing its neighbours. The recent Kyrgyzstan’s decision to close the Manas US base after receiving a generous aid package from the Kremlin demonstrates Russian’s increasing power. Moreover, Russia’s invasion in South Ossetia and the recognition of the independence of the latter (as well as Abkhazia’s) is indicative of its intentions to claim exclusive ‘spheres of influence’ that would cover, for the time being, all regions that were formally included within the Soviet territories. This upgraded geopolitical status of Russia has been acknowledged by EU, which faced recently for the second time the consequences of the energy crisis due to its dependence on Russia’s resources. To this end, EU seems to be more sensitive to Russia’s claims and less eager to engage in actions that could be regarded as aggressive by Russia in a geopolitical context (such as an immediate admission of Georgia and Ukraine in NATO without prior consultations with Russia).
(c) EU Security Policy and possible future self-contained and detached attitude: The previous Administration seemed to undermine the long-term challenges posed by the prospect of a united Europe that shall develop an autonomous security policy. The Lisbon Treaty is a first step to this direction and, regardless of whether it will be adopted in the end, surely reflects the intentions of major European countries to extricate EU from the protective umbrella of a ‘tutelary’ US.
(d) Shortcuts of membership: A new debate has arisen lately on whether NATO should offer to candidate members (in essence, Georgia and Ukraine) something more than partnership, but still less than membership. It has been argued that this approach would face fewer objections by European allies and not provoke Russia. US should dismiss a scheme that would encompass various levels of affiliation with NATO around a nucleus that would consist of NATO members, at least with regard to states that are already considered candidates. NATO should establish a permanent presence in Caucasus and dominate in Black Sea and this could only be achieved with guaranteeing, even with some delay, full membership to Ukraine and Georgia. Any other shortcuts of membership would let both countries vulnerable to the constant threat of Russia and would, in the long run, put at stake their commitment to NATO’s objectives.

- Long-term policy analysis
(a) Adoption of a new inclusive approach with regard to Russia: Russia strongly opposes NATO’s Enlargement, because it regards it as an expansion of US influence in areas that are vital for its geopolitical considerations. US should highlight the common threats that both NATO members and Russia face at the time (terrorism, economic crisis that could induce destabilization in many weak countries in the Caucasus and Central Asia, proliferation of weapons of mass destruction, Middle East instability, climate change, energy security), as well as potential future threats (emergence of new global superpowers in Asia, i.e., China and India). It would be both to NATO’s and Russia’s interests to develop a common security scheme that would extent to the whole Eurasian region. Although this may not lead to full NATO membership, Russia’s unique geopolitical location makes it mandatory for US to try to include it in an active and meaningful partnership scheme. That would also mean giving Russia a limited de facto veto right with regard to deployment of military forces within particular areas (such as former Soviet countries). Such a concession would be justified, if Russia demonstrated genuine and constant eagerness to co-operate with NATO in developing a common security agenda.
(b) Sustain Europe’s main security agenda within NATO: US should pay close attention to Europe’s aspirations for a Common Foreign and Defense Policy that, after all, is an express pillar of the EU system. It speaks for itself that an autonomous EU security agenda would be at least competitive, not to mention antagonistic, to NATO’s objectives. It is of crucial importance to use US closest allies within EU (namely, UK and Poland) as Trojan horses to avoid such a problematic evolution. If EU could rise up to a self-contained security scheme, then third States might be tempted to accept admission only to the EU and reject affiliation with NATO. Apparently, that would devastate any reasonable plans for NATO’s future Enlargement and even discourage Russia from entering in partnership with NATO.
(c) Develop new expansion agenda with regard to Central Asia and Caucasus: US should develop a new Enlargement policy that would include Central Asia and the other Caucasus states (Armenia and Azerbaijan). Given the geopolitical importance of these regions and their rich natural resources, US should establish, sooner rather than later, a constant presence in the area. The territorial proximity of these states with China, Iran, Afghanistan and Pakistan, as well as the profound Islamic culture of some of them, may make it appealing to them to develop closer ties with rival constituencies of the global chessboard. US should now start planning a sustainable Enlargement policy in these regions that presupposes consultations with Russia. Although this is not a first priority objective, still the US should commit itself in this perspective and try benefit from the current Russia’s lack of the essential ideological appeal and soft power to influence the major countries of the region, i.e., Uzbekistan and Kazakhstan.

- Short-term and mid-term objectives:
(a) Make a counter-offer to Russia: US should engage in open-minded bargain with Russia and promote NATO’s Enlargement by making a counter-offer. US should explicitly dismiss the ‘spheres of influence’ theory presented by Russia and insist in full membership of both Georgia and Ukraine. At the same time, US should use as leverage its planned missile defence system in Central Europe and prepare to make concessions in exchange to Russia’s tolerance in Georgia’s and Ukraine’s admission in NATO. To this end, US should permit the active involvement of Russia in a formation of a common missiles shield that would diminish any sense of threat to Russia’s national security and underscore the common threat that Iran may pose to both, if the latter insists in developing its unsupervised nuclear program.
(b) Offer MAP to Georgia and Ukraine: US must consult with Russia and its allies prior to offering a MAP within a concrete time-framework to both countries. Accordingly, their membership should be pursued as mid-term objective; for the time being, both countries should be given incentives to carry on reforms in their defence and security policies to adjust to NATO’s standards and also to avoid unilateral aggressive actions that could provoke Russia’s response.
(c) Placate minimal concerns: US prestige was somewhat damaged by the veto raised by a traditional ally, though not a major power, Greece, with regard to Macedonia’s future admission in NATO. This is a minor, but still existing, issue that escaped the attention of the previous Administration. US should not allow its hegemonic profile within NATO to be spoiled by issues of minimal importance. With regard to this particular issue, US must send an unconditional clear message that this is a bilateral dispute that cannot put at stakes NATO’s Enlargement policy with regard to a state in volatile political situation facing internal national conflicts. An ideal two-pronged short-term policy would include: (i) putting pressure on both sides to resolve their dispute with regard to the name of the State of Macedonia within a concrete time-framework, despite their pending case before the International Court of Justice; and (ii) soothing Greek sensitivities by stating that US will adapt to the outcome of the bilateral negotiations and support the admission of Macedonia in NATO under the new name that will be agreed by the two states.
(d) Actively promote NATO Enlargement in the rest of Balkans and Black Sea: US should forward as a mid-term objective a new expansion agenda to include Kosovo, Bosnia, Montenegro and Moldova in NATO structures. The admission of these countries in NATO – being trans-conflict regions that still face internal destabilizing challenges - should be prioritized by the US and would lead to an establishment of a permanent and influential US presence in the Balkans. Especially, with regard to Kosovo, US must capitalize its active support of the state’s independence that due to its small capabilities and lack of resources could serve as long-term proxy of the US in the area. NATO’s enlargement in both countries would eliminate re-emerging nationalistic trends and impose political stability and peace in the area. Serbia poses totally different challenges to US, due to NATO’s air strikes and intervention in Kosovo in 1999. It is the only case where US should accept EU going first and imposing its own agenda. In the long run, despite its close relationships with Russia, Serbia will be encircled by NATO members and will be compelled to start rethinking its security options; the prevailing anti-American sentiments of the Serbian population are expected to fade out over time, under the condition that US shall be actively involved in strengthening local institutions and building up closer ties with the current Western-friendly government of Boris Tadić.

II. Specific Recommendations
The 60th Anniversary NATO Summit taking place in Germany (Baden-Baden and Kehl) and France (Strasbourg) will be the first visit of the US President in Europe and provide him with an opportunity to convene private meetings and engage in public diplomacy. Taken into account that last NATO Summit in Bucharest was characterized by the US failure to promote its NATO Enlargement policy, this Summit is a unique challenge for the President to mark a new era of collectiveness and co-operation, even in a rather symbolic level.

- Public Diplomacy
(a) Language supporting new era for the Alliance: The President should utilize this opportunity to re-establish a new, closer relationship with the allies focusing on US willingness to seek new ideas and input from them and share the decision-making responsibilities. Such intentions must be explicitly expressed with a new, friendly language that would be the signal of US policy change. US prestige and hegemonic role in the Alliance must be quickly restored and, to this end, the President should also shift the debate from the common issues of security and peace to progressive advocacy of promoting democracy and respect to human rights, as well as establishing the rule of law. This new language would serve better the US objectives with regard to NATO’s Enlargement, since it will highlight the more holistic approach of the Alliance’s objectives and will prima facie disconnect the expansion agenda from the dominant European perception of an aggressive US geopolitical strategy.
(b) Open Invitation to Russia: The US President must openly invite Russia to recommence negotiations and mutual consultations with NATO in issues of common interest in the forum of NRC that has ceased to be operative since late 2007. The ongoing global financial crisis seems to be an additional reason for co-operation; however, the President must underline that NATO’s Enlargement regarding Georgia and Ukraine is not a debatable issue, although Russia’s concerns should and will be heard. Given the festal character of the upcoming Summit, US President could openly invite President Dmitriy Anatolyevich Medvedev and Prime Minister Vladimir Putin to participate in some of the events and let this meeting mark the new era.
(c) Publicly encourage French participation in NATO’s command structures: French President Nicolas Sarkozy has recently stated that France is thinking to rejoin NATO’s military branch, after pulling out of it in 1966, under President Charles de Gaulle. This might be a rather strategic move on behalf of France in order to help it lobby for strengthening EU’s independent defense force, since it will negate the impression that France is envisaging a NATO-antagonistic scheme; nevertheless, US should explicitly welcome and support this change, since it will prima facie reinforce the cohesion of NATO structures and add to the soft power of the Organization (given the influential role that the current French Administration plays in various international fora).
(d) Visit Caucuses and Western Balkans: US President must explicitly show that although NATO is not ready to offer immediately membership to candidate members other than Albania and Croatia - to wit Georgia, Ukraine and Macedonia – it has not abandoned them and still considers seriously their NATO aspirations. A visit to the areas would demonstrate US intentions and will help build US credibility as a prospect defense ally and guardian of their territorial sovereignty and political independence.
- Private meetings
(a) President Sarkozy - Chancellor Merkel - Prime Minister Brown: US President should himself communicate to the heads of the major allies the shift of the US policy and the decision of the new Administration to get actively engaged in consultations. At the same time, US President should underscore that US compliance with the European’s will to defer the provision of MAP to Georgia and Ukraine should also be combined by a more active involvement in Afghanistan and other parts of the world on behalf of the allies.
(b) Prime Minister Vladimir Putin: US President should seek rather quickly a meeting with the powerful, actual, Head of Russia’s politics, where he should explicitly express his commitment to a new era of intense consultations. The profile of both US and Russia was damaged during the August events in Georgia and the close co-operation of NATO and Russia in Afghanistan and in counterterrorism still hangs in balance. To this end, a meeting at the higher level seems necessary so as to set the fundaments, upon which the bargain will then take place through various diplomatic channels. US President would be more comfortable to make the above described good faith gestures behind closed doors and try to secure a Russia’s promise for a peaceful settlement of its dispute with Georgia. A common communiqué of the two Heads acknowledging their eagerness to avoid future conflicts is also recommended.
(c) President Mikhail Saakasvili: Georgia faces the most severe consequences of the August events, since de facto it can no longer claim its sovereignty in South Ossetia and Abkhazia. US President must warn his Georgian colleague to avoid similar aggressive actions in the future such as the August attacks in South Ossetia; NATO’s credibility as a military organization focusing on the collective defense would have been really tested if Georgia had received a MAP in Bucharest and, then, NATO did not respond to the Russian invasion. At any rate, US long-term co-operation perspectives with Russia are far more significant than defending a miscalculated attack and this message should be sent clearly to the Georgian government. Nevertheless, US could promise support to the Georgian government with regard to a peaceful settlement of their dispute with Russia as regards the status of South Ossetia and Abkhazia.
(d) Address in private Macedonia’s issue: US President must not underestimate the Greeks’ willingness to persistently block Macedonia’s NATO membership perspectives. It could be argued that this is a good time (due to increasing domestic political and economic instability) to put pressure upon Greek government to accept a conditional membership of Macedonia that would be fully implemented upon a definitive resolution of the bilateral dispute. Nevertheless, given that Greece uses its connections to Russia as leverage, US President should avoid making direct, public recommendations that could make Greece adopt extreme rejectionist attitudes; moreover, the President should also make clear to Macedonia’s Prime Minister Nicola Gruevski that unless negotiations are conducted in good faith, Macedonia still faces the risk to remain outside NATO’s structures.

Turkey’s accession in the EU: A matter of aspiration rather than realistic considerations

Turkey’s invigorated geopolitical significance, marked by the recent visit of President Obama to Ankara, alongside with its capability to exercise soft power in Central Asia and Middle East suffice for the EU to consider Turkey as an important ally. This op-ed does not aim to undermine or negate the benefits of a functioning Partnership, but simply poses the question, from a European perspective, whether full membership is to date a viable vehicle to this respect. Notwithstanding the particularities of the Turkish case, this issue is part of a larger debate regarding the vision of the EU as a global actor and the establishment – if any – of its ‘final frontiers’.

It is not hard to track down the major arguments in favour of EU developing close ties with Turkey: promote security, democracy and stability in the outer EU borders, create an appealing –to the Muslim world- profile of increasing religious diversity and include in the common market an emerging super-economy comprising an enormous ‘potential’, especially in terms of future consumers and human resources.

However, most of the recent debate is centred on the notion of EU’s limited ‘absorption capacity’. Given that the smooth integration of the new members is not to be taken for granted, it is now the time for the EU to closely monitor the effectiveness of using enlargement as a foreign policy tool. This discussion is de-constructed into the following more precise and objective components: the capability of EU’s internal market, labour market, budget, eurozone and institutional system to absorb new member states, society’s capacity to absorb immigration and EU’s capacity for assuring its strategic security. Although there is a division among both the political elite and the public opinion on this matter (others claiming an enlargement fatigue, while others remaining enthusiastic to an idea of an irreversible, constant expansion), it is the assessment of the ramifications of the last enlargement round that will determine the fate of Turkey’s perspectives. As soon as the Lisbon regime becomes operative and the new institutional balances are established, EU will be in a better position to calculate the impact of accession of the most sizeable candidate ever in the long EU’s enlargement history.

The cultural and religious differences are frequently – but in a rather generalized fashion – invoked as a reason against full membership. To my view, this argument by itself cannot rule out Turkish accession, as long as the negotiations will continue to be based on Turkey’s own merits and the pace of reforms, and no compromises shall be made to accommodate Turkey’s cultural particularities. The adoption of acquis and adaptation to EU’s political, social and economic standards over the years has been a matter of meeting clear, objective and predetermined goals that inherently presuppose fundamental changes in the political and social culture of the various candidate states. Greece’s premature accession also posed some similar cultural questions at that time, not to mention a significant dissenting minority on the ground. Nevertheless, despite this speculation, Greece gradually integrated in the European structures and now identifies itself as one of the oldest and most committed members of the Union.

The main concern regarding Turkey remains the level of commitment to democratic governance that would defy corruption and establish total respect for the rule of law in a country where the military still plays a significant –constitutionally recognized- role in forming the political agenda. The recent revelation of the activities of the clandestine, secular ultra-nationalist Ergenekon organization is indicative of the parallel governance schemes that pervade Turkish deep state. While other countries of the Southeast Europe have undertaken critical democratic reforms (especially Serbia, Croatia and Albania) and have renounced their former authoritative practices in the name of an uncertain European perspective, Turkey has failed to do so, although it has been ten years, since it was attributed the status of candidate country. Democratic stability is also challenged by a politicized judiciary that interferes with executive tasks, thus contributing to an even more complicated pattern of governance characterized by the lack of a western-styled operative ‘checks and balances’ system.

Another major issue is Turkey’s repeated failure to comply with international human rights standards, especially with regard to freedoms of expression and religion, as well as enforce decisions of the European Court of Human Rights. The Cyprus problem is also connected to this regard, since Turkey still imposes restrictions on property rights and fundamental freedoms of Greek Cypriots living in the northern part of the island, where Turkey –that still does not officially recognize the state of Cyprus- is de facto exercising sovereignty by means of maintaining occupying forces. To this end, EU’s own credibility and prestige would be challenged and eventually irreversibly damaged, if it were to show any kind of tolerance to issues concerning democracy and human rights that constitute the cornerstones of the European common vision.

Also, the implications of the free movement of labor should not be underestimated. It is true that the experiences of Greece, Portugal and Spain indicate that a successful accession period with high growth and effective implementation of reforms gradually eliminates the migration pressures. Nevertheless, under the current economic crisis, the magnitude of which has not yet be determined, the odds are that foreign direct investment in Turkey will be reduced and growth rates will stall, thus accommodating an extended immigration wave. Moreover, Turkey had already a steady annual net migration of 40,000 to EU-15 up to 2004, a trend that might be facilitated and increased if full membership is achieved.

Moreover, recent developments on energy issues prove that Turkey may be unable or not unequivocally committed to promote at the time the EU-favoured agenda. The Turkish administration failed to close a deal with Baku that resulted to Azerbaijan and Russia edge closer to a gas deal, thus depriving the Nabucco and TGI pipelines of their essential resources. In addition, the failed attempt to tie the development of the Nabucco project with its membership perspectives reveal an immature approach on crucial security issues that question the genuine character of Turkey’s European ambitions.

To sum up, if Turkey were to become a full member of the EU at the moment, it would be most due to overall geopolitical considerations rather than strict application of compliance to EU standards. But such a scenario prerequisites a strong, united and ambitious European foreign policy that would market the EU structures on a global basis as the modern, democratic role model for the countries all over the world to follow. I am strongly convinced that at the moment there is no such consent, not even potential dynamic among the major European allies.

Εμείς, Έλληνες πολίτες με πίστη στην ανθρώπινη αξιοπρέπεια και στην ισχύ της αλληλεγγύης κηρύσσουμε την έναρξη εργασιών του Ομίλου Πολιτικού Προβληματισμού “Δημόσιος Λόγος”.
Αναγνωρίζουμε τη θεμελιώδη αξία των ανθρωπίνων δικαιωμάτων, της δικαιοσύνης, της ελευθερίας, της ισότητας και της κοινωνικής ειρήνης. Σκοπεύουμε να προωθήσουμε αυτές τις αξίες με γνώμονα την αρχή της νομιμότητας προστατεύοντας την κοινοβουλευτική δημοκρατία, οραματιζόμενοι μία κοινωνία ενεργών πολιτών με ίσες ευκαιρίες για όλους. Δεσμευόμαστε στην υπηρεσία του ελεύθερου ανταγωνισμού υποκείμενου σε κανόνες και θα εργαστούμε για την οικονομική ανάπτυξη και ευημερία του συνόλου του ελληνικού λαού.
Ιδρύουμε με πίστη και κουράγιο έναν Όμιλο ανοιχτό σε όλους όσους είναι κοινωνοί αυτών των αξιών, αρυόμενοι έμπνευση από τα επιτεύγματα του ελληνικού πολιτισμού. Διακατεχόμαστε από την επιθυμία να δούμε το ελληνικό κράτος να ενστερνίζεται και να εγκολπώνεται τις αξίες της ελεύθερης ανάπτυξης της προσωπικότητας των πολιτών και της δημοκρατικής τους έκφρασης. Δε συναθροιζόμαστε για να δημιουργήσουμε ακόμη έναν κλειστό κύκλο νομής της πολιτικής εξουσίας και της οικονομικής ισχύος της χώρας, ούτε υποτασσόμαστε σε ατομικά ή εταιρικά συμφέροντα.
Θέτουμε ως πρωταρχικό στόχο τη βελτίωση του βιοτικού επιπέδου του ελληνικού λαού και την εγκαθίδρυση ενός κράτους που θα αποτελεί εστία δημιουργίας στην οικονομία, τις επιστήμες και τον πολιτισμό. Αναγνωρίζουμε ότι η Ελλάδα υστερεί σε διεθνές επίπεδο στο τομέα της επιστημονικής καινοτομίας και μαστίζεται από την απώλεια επιστημονικού δυναμικού που μεταναστεύει στην αλλοδαπή. Το κύτταρο δημιουργίας και έμπνευσης, το Ελληνικό Πανεπιστήμιο, έχει παραδοθεί βορά στις διαθέσεις θλιβερών μειοψηφιών που με χυδαίο πρόσχημα το απαραβίαστο των ιδεών, κρατάει δέσμια μια σιωπούσα πλειοψηφία φοιτητών και καθηγητών που επιθυμούν να εργαστούν με ζήλο και πρωτοτυπία. Θεωρούμε χρέος μας να αναστρέψουμε αυτή την κατάσταση επενδύοντας άμεσα στην εκπαίδευση και την έρευνα, δημόσια και ιδιωτική, πιστεύοντας ακράδαντα ότι έτσι θα διασφαλίσουμε συγκριτικό πλεονέκτημα για τις επόμενες γενιές Επιστημόνων.
Επιθυμούμε η Ελλάδα να αποκτήσει μία ισχυρή Δημοκρατία και να απεμπλακεί από τους κομματικούς μηχανισμούς που κρατούν δέσμια τα κέντρα λήψης αποφάσεων. Η εξουσία πηγάζει από το λαό και πρέπει να εξυπηρετεί τα συμφέροντα όλου του λαού. Δεν ανεχόμαστε τη διαιώνιση των πραγματικών αιτιών της σημερινής κρίσης, ήτοι της υποταγής της εξουσίας στις απαιτήσεις διάφορων μειοψηφιών σε βάρους του συνόλου. Η Ελληνική Πολιτεία που οραματιζόμαστε θα λειτουργεί αυτόνομα και ολιστικά και θα απεμπλακεί από τα δεσμά συγκεκριμένων οικογενειών, συγκεκριμένων επιχειρηματικών συμφερόντων, συγκεκριμένων συντεχνιών.
Αναγκαία συστατικά στοιχεία της Δημοκρατίας είναι ο Νόμος και η Δικαιοσύνη. Ως Νόμο ορίζουμε την γνήσια εξειδίκευση από την εκάστοτε κοινωνική πλειοψηφία των κανόνων ορθής κοινωνικής συμβίωσης, έτσι ώστε ο περιορισμός της ελευθερίας ενός ατόμου να άγει σε εγγύηση της ελευθερίας των υπολοίπων ατόμων. Ως Δικαιοσύνη ορίζουμε την δυνατότητα άμεσης, απροκατάληπτης και αναλογικής τιμωρίας όσων πολιτών παραβιάσουν τους κείμενους κανόνες ορθής κοινωνικής συμπεριφοράς, έτσι ώστε να μην ματαιώνεται το ωφέλιμο κοινωνικό αποτέλεσμα του Νόμου. Η Δικαιοσύνη δεν έχει λόγο ύπαρξης χωρίς Νόμο και ο Νόμος είναι κενό γράμμα χωρίς Δικαιοσύνη.
Η Δημοκρατία μας πάσχει στη διάκριση των εξουσιών. Η εκτελεστική εξουσία νέμεται το συνταγματικό πεδίο δράσης της νομοθετικής εξουσίας και δε σέβεται την ανεξαρτησία της δικαστικής εξουσίας. Η έννοια της κομματικής πειθαρχίας περιορίζει την ελευθερία των αντιπροσώπων του λαού και αποτελεί πηγή νοθείας της έκφρασης της λαϊκής βούλησης. Αυτές οι πρακτικές μετατρέπουν το Κοινοβούλιο σε θέατρο θλιβερών μονολόγων των κατ’ όνομα μόνο εκπροσώπων του λαού που υπηρετούν άκριτα το κομματικό συμφέρον. Οι δε υποδείξεις των εκάστοτε οργάνων της κυβέρνησης στους δικαστικούς λειτουργούς υπονομεύει το απαραβίαστο και το αδέκαστο της δικαστικής κρίσης ασκώντας πίεση στους δικαστές, με συνέπεια στην Ελλάδα τα δικαστήρια από τόπους προάσπισης των δικαιωμάτων των ατόμων να έχουν εξελιχθεί σε εστίες απειλής και καταπάτησης των πιο θεμελιωδών ελευθεριών.
Το κοινοβουλευτικό δυναμικό της χώρας απαρτίζεται κατά βάση από ανίσχυρες προσωπικότητες με χαμηλή ποιότητα και περιορισμένες δυνατότητες. Η ανασφάλεια, η έλλειψη τεχνοκρατικής και επιστημονικής εν γένει κατάρτισης, η παντελής απουσία ηγετικής ικανότητας καθιστά την πλειοψηφία των Ελλήνων πολιτικών έρμαια στις διαθέσεις κομματικών και εξωθεσμικών οικονομικών παραγόντων και λειτουργεί προς επίρρωση μίας λογικής απλής διαχείρισης των κοινών. Κυριευμένοι υπό το φόβο του πολιτικού κόστους αρνούνται να προβούν σε τολμηρές τομές και αναγκαίες μεταρρυθμίσεις, όπως το επιτάσσουν οι καιροί. Πολιτεύονται με γνώμονα την μεγιστοποίηση των πιθανοτήτων επανεκλογής τους και αντί να θεωρούν την ανάληψη δημοσίου αξιώματος την μέγιστη πρόκληση της ζωής τους, την αντιλαμβάνονται ως επιβράβευση των κομματικών τους κόπων.
Η κομματοκρατία στο Δημόσιο εμποδίζει την εφαρμογή όσων αποσπασματικών καινοτομιών επιχειρούνται φέρνοντας την Ελλάδα σε πολιτικό χειμώνα και ναρκώνοντας τα αισθητήρια των πολιτών. Η Δημόσια Διοίκηση παραμένει αργή και με έλλειψη στοχοθεσίας και αρνείται να λειτουργήσει και να αξιολογηθεί με βάση τα κριτήρια της ικανότητας, αποτελεσματικότητας και οικονομίας, όπως αυτά εφαρμόζονται σε κάθε προηγμένο κράτος. Η δημόσια υπηρεσία μοιάζει να μην απευθύνεται στους Έλληνες πολίτες αλλά στον εαυτό της, αποκομμένη από τις πραγματικές απαιτήσεις των πολιτών, στερώντας τους το συνταγματικό δικαίωμα να αναφέρονται ενώπιον τους και να διεκδικούν δυναμικά την προώθηση των αιτημάτων τους.
Οι παραπάνω συνθήκες δημιουργούν στρεβλώσεις στο πολίτευμά μας καθιστώντας το απλά μία κατ’ όνομα και κατ’ επίφαση δημοκρατία που αποτελεί την πηγή πολλών δεινών. Οι Έλληνες πολίτες χάνουν την εμπιστοσύνη τους στους μηχανισμούς του πολιτεύματος, απέχουν από τις πολιτικές συζητήσεις, μένουν αμέτοχοι στις εκλογικές διαδικασίες και αναπτύσσουν στάση επιφυλακτική απέναντι στους δημοκρατικούς θεσμούς. Η πολιτική και οικονομική ελίτ διατηρεί έτσι, έστω και προσωρινά, τα κεκτημένα της, ενόσω ο λαός παραμένει απαθής. Όμως οι σταδιακώς αυξανόμενες βίαιες αντιδράσεις του λαού καταδεικνύουν την έλλειψη εμπιστοσύνης στο ίδιο το πολίτευμα. Η χώρα μας δε βρίσκεται πρώτη φορά στο ίδιο σταυροδρόμι: η απαξίωση θεσμών έχει οδηγήσει το κράτος και παλαιότερα σε διάλυση και έχει καλλιεργήσει κατάλληλο έδαφος για την εμφάνιση συνθηκών που θα διευκολύνουν την εκτροπή του πολιτεύματος. Αναγνωρίζουμε ότι από τα βασικά αίτια που οδήγησαν την Ελλάδα στην σημερινή οικονομική, πολιτική και ηθική παρακμή ήταν η επί τριακονταετία κρατούσα κοινωνική αξία της ‘ήσσονος προσπάθειας’. Αντιλαμβανόμαστε ότι η πτωτική πορεία δεν μπορεί να αναστραφεί, χωρίς οι πολίτες να συνειδητοποιήσουν ότι πρέπει πρώτα οι ίδιοι να τροποποιήσουν τον κώδικα αξιών της ελληνικής κοινωνίας. Θέλουμε να θέσουμε οριστικό τέρμα σε αυτή την πορεία πτώσης και να οδηγήσουμε τη χώρα σε πορεία δημοκρατικής ανάτασης.
Στην εποχή του διαδικτύου και του συνεπαγόμενου εκμηδενισμού αποστάσεων και κόστους επικοινωνίας, θεωρούμε επιβεβλημένο να εγκαθιδρυθούν νέοι μηχανισμοί συμμετοχικών διαδικασιών. Οι πολίτες θα πρέπει να διευκολυνθούν στη συμμετοχή τους στη λήψη αποφάσεων που τους αφορούν και το κατάλληλο κίνητρο προς αυτή την κατεύθυνση είναι να βεβαιωθούν πως η φωνή τους θα ακούγεται. Για το σκοπό αυτό τασσόμαστε υπέρ της απλούστευσης διαδικασιών ψηφοφορίας με τη χρήση σύγχρονων τεχνολογιών. Η αντιπροσωπευτική δημοκρατία γεννήθηκε ως αποτέλεσμα της ανάγκης περιορισμού του κόστους λήψης αποφάσεων από το δήμο εν όλω. Οι τεχνολογικές εξελίξεις έχουν εξαλείψει σε μεγάλο βαθμό αυτές τις δυσκολίες και, συνεπώς, έχουν καταστήσει εφικτή την ανάπτυξη μηχανισμών άμεσης δημοκρατίας που δε θα νοθεύεται από την παρεμβολή της βούλησης αντιπρόσωπων για κάθε απόφαση. Το Κράτος οφείλει να θεσπίζει και καλλιεργεί μηχανισμούς ανάπτυξης δημόσιου διαλόγου με τη συμμετοχή του μέγιστου δυνατού αριθμού πολιτών. Η διερεύνηση και εξειδίκευση κάθε φορά του δημοσίου συμφέροντος και η διατύπωση γνώμης επί του πολιτικού δέοντος δεν μπορεί να αποτελεί αποκλειστικό προνόμιο των αντιπροσώπων του λαού.
Η εκτελεστική εξουσία οφείλει περαιτέρω να συρρικνωθεί με την ισχυροποίηση του θεσμού των ανεξάρτητων αρχών με την αξιοποίηση επιστημόνων εγνωσμένου κύρους και κοινωνική αντίληψης, που δύνανται να λειτουργούν υπερκομματικά, με βάση κριτήρια ορθολογικά και αξιολογικά. Η διασφάλιση της κομματικά ανεξάρτητης λειτουργίας καίριων οικονομικών θεσμών του κράτους, όπως οι επιτροπές ανταγωνισμού και κεφαλαιαγοράς, θα αυξήσουν την εμπιστοσύνη πολιτών και αγορών, θα διευκολύνουν την ανάπτυξη της επιχειρηματικότητας και θα προσελκύσουν νέες επενδύσεις στη χώρα μας. Η απορρύθμιση των αγορών ενέργειας, τηλεπικοινωνιών και μεταφορών πρέπει να συνεχιστεί απρόσκοπτα και οι σχετικές ρυθμιστικές αρχές, για να διασφαλιστεί η αποτελεσματικότητα και η αμερόληπτη κρίση τους, πρέπει να δρουν με αμιγώς οικονομικά κριτήρια και μόνο υπό τον έλεγχο των δικαστικών αρχών. Η θετική δράση και καταξίωση ορισμένων από τις αρχές αυτές, όπως ο Συνήγορος του Πολίτη, στις συνειδήσεις των πολιτών τονίζει ακόμα περισσότερο την ανάγκη να συνδράμει η εκτελεστική εξουσία στην ενίσχυση των αρμοδιοτήτων τους και στην εκτελεστότητα των αποφάσεών τους.
Η ανάπτυξη σαφώς προκαθορισμένου πλαισίου επιχειρηματικής δράσης, η καταπολέμηση της εκτεταμένης διαφθοράς, η απλούστευση των διαδικασιών έναρξης νέων επαγγελματικών λειτουργιών και ο περιορισμός της γραφειοκρατίας θα ενισχύσουν τις προοπτικές ευημερίας των Ελλήνων πολιτών. Η Ελληνική οικονομία μπορεί να καταστεί ξανά ανταγωνιστική, χωρίς να απαιτείται προς τούτο η απώλεια κεκτημένων δικαιωμάτων των εργαζομένων. Οι Έλληνες πολίτες θα αποκτήσουν πρόσβαση σε πιο ανταγωνιστικές αγορές αγαθών και υπηρεσιών και η λειτουργία της οικονομία μας θα καταστεί πιο δημοκρατική, αφήνοντας περιθώριο ανάπτυξης επιχειρηματικότητας σε περισσότερους Έλληνες και αλλοδαπούς που θέλουν να επενδύσουν στην Ελλάδα. Το κράτος οφείλει να δρα ως αποτελεσματικός ρυθμιστής των κανόνων ανταγωνισμού και να θεσπίσει μηχανισμούς έγκαιρης κι ανεξάρτητης επίλυσης δικαστικών διαφορών, ώστε παραγωγοί και καταναλωτές να μπορούν να διεκδικούν την πλήρη και άμεση αποκατάσταση αδικιών. Το κράτος οφείλει να απέχει κατ’ αρχήν από την ενεργό ανάμειξη στο επιχειρηματικό γίγνεσθαι. Κατ’ εξαίρεση, όπου κρίνει η Πολιτεία αιτιολογημένα ότι υπάρχει ανάγκη να διατηρεί κρατική επιχειρηματική δράση, θα πρέπει να την οργανώνει με καθολική διαφάνεια και βασιζόμενη σε καθαρά οικονομικά κριτήρια, διασφαλίζοντας την καθολική πρόσβαση των πολιτών σε δημόσιες υπηρεσίες γενικού οικονομικού συμφέροντος.
Το Ελληνικό κράτος πρέπει να προάγει την ευημερία όλων των πολιτών του δίχως διακρίσεις. Η Ελληνική κοινωνία οφείλει να είναι ανοιχτή κι εξωστρεφής και η Πολιτεία πρέπει να διευκολύνει την ανεμπόδιστη άσκηση των θεμελιωδών ελευθεριών κάθε ατόμου. Με λύπη όμως διαπιστώνουμε ότι η σημερινή κατάσταση στο θέμα της παράνομης μετανάστευσης έχει ξεφύγει από τον έλεγχο του κράτους. Η ανάλγητη πολιτική της ‘μη αντίδρασης’ οδηγεί στην αθρόα προσέλευση παράνομων μεταναστών και στον περαιτέρω αποκλεισμό τους. Δεν εθελοτυφλούμε στο βωμό μιας καλόβολης δήθεν ανθρωπιστικής στάσης: Οι συνθήκες διαβίωσης των παράνομων μεταναστών στην Ελλάδα είναι άθλιες και το κράτος οφείλει να τις βελτιώσει. Όμως η ελλιπής περιφρούρηση των συνόρων μας και η αδικαιολόγητη ανυπαρξία μεταναστευτικής πολιτικής είναι η πρωταρχική αιτία για τη σημερινή κατάσταση, που επιδεινώνεται περαιτέρω από την αδυναμία και έλλειψη διάθεσης συνεργασίας από την Τουρκία.
Η χώρα μας σαφώς κι έχει επωφεληθεί από την αθρόα εισροή φθηνού εργατικού δυναμικού, αλλά οι αρνητικές επιπτώσεις της ανεξέλεγκτης προσέλευσης μεταναστών είναι πλέον ορατές. Μεταναστευτική πολιτική δε σημαίνει καθορισμός προϋποθέσεων παραχώρησης της ελληνικής ιθαγένειας σε μετανάστες. Σημαίνει ώριμος και επιστημονικός καθορισμός του εργατικού δυναμικού που θέλουμε να εισάγουμε και ανάπτυξη αυστηρά τηρούμενων όρων επαναπατρισμού όσων δεν πληρούν τις προϋποθέσεις παραμονής στη χώρα. Η προσήλωση μας στις διεθνείς συμβάσεις για τους πρόσφυγες και την διασφάλιση των ανθρωπίνων δικαιωμάτων είναι αδιαπραγμάτευτη. Δε θεωρούμε όμως ότι καθιστά απαγορευμένο θέμα συζήτησης το ζήτημα των μεταναστών, όπως έχει αποδειχτεί στην πράξη ότι το αντιμετωπίζει η πολιτική ηγεσία του τόπου.
Το όραμα μας είναι το Ελληνικό κράτος να αποτελεί σημείο αναφοράς και για τα γειτονικά κράτη. Γνωρίζοντας το άστατο πολιτικό καθεστώς στα Βαλκάνια, η Ελλάδα οφείλει να προωθήσει την ευρωπαϊκή ολοκλήρωση στην περιοχή και να ξεπεράσει φοβικά σύνδρομα του παρελθόντος. Με το βλέμμα στραμμένο στο μέλλον και με πρωταρχικό στόχο την ομαλή συμβίωση με τα όμορα κράτη, το Ελληνικό κράτος πρέπει να αποτελεί φάρο δημοκρατίας, κοινή πηγή ευημερίας και εστία πολιτισμικής έμπνευσης για τους γειτονικούς λαούς. Με γνώμονα την ευημερία των ανθρώπων, το Ελληνικό κράτος οφείλει να προωθήσει το ελεύθερο εμπόριο και να άρει κάθε περιοριστικό φραγμό στις συναλλαγές των Ελλήνων πολιτών με τους πολίτες των γειτονικών κρατών. Η ιστορία έχει γραφτεί και κανείς δεν μπορεί να τη ξαναγράψει κατά το δοκούν. Δεν μπορεί όμως να αποτελεί τροχοπέδη στην ανάπτυξη των σχέσεών μας με τους γείτονες, ούτε να είναι μόνιμη δικαιολογία για καθυστερήσεις στην προώθηση αμοιβαία αποδεκτών λύσεων σε χρονίζοντα ζητήματα.
Σε διεθνές επίπεδο, το Ελληνικό κράτος οφείλει να είναι πρωτοπόρο και να αναλαμβάνει πρωτοβουλίες. Αναγνωρίζουμε ότι στο παγκόσμιο γίγνεσθαι η χώρα μας αποτελεί μεσαίο μέγεθος πληθυσμιακά και εδαφικά. Αυτό όμως δε δικαιολογεί το γεγονός ότι τα τελευταία χρόνια η διεθνής παρουσία της χώρας είναι υποβαθμισμένη και περιθωριακή. Στους πρόσφατους βαλκανικούς πολέμους στα τέλη του 20ου αιώνα, η Ελλάδα έχασε την πιο λαμπρή ευκαιρία να αναδειχθεί σε κήρυκα της διεθνούς νομιμότητας. Αποκλεισμένη από τα κέντρα διεθνών αποφάσεων, η χώρα μας ακολουθεί απλά τις υποδείξεις των διεθνών οργανισμών, χωρίς να τις συνδιαμορφώνει. Προτάσσουμε την ανάγκη να ισχυροποιηθεί η θέση των Ελλήνων διπλωματών σε διεθνείς οργανισμούς και το Ελληνικό Κράτος να είναι πρωτοπόρο σε μεσολάβηση για την επίλυση των εκάστοτε διεθνών διαφορών.
Τέλος, αναγνωρίζουμε ότι από τα πολυτιμότερα κληροδοτήματα των Προγόνων μας είναι η Ελληνική μας Γλώσσα, η οποία κατά τις τελευταίες δεκαετίες δέχεται έσωθεν πολλαπλά πλήγματα διάβρωσης. Πιστεύουμε ότι η Ελληνική Γλώσσα μπορεί ακόμη και στην εποχή της παγκοσμιοποίησης να ικανοποιήσει αποτελεσματικά την ανάγκη για επικοινωνία και έκφραση του ελληνικού λαού. Χωρίς να παραβλέπουμε την κυριαρχία της Αγγλικής γλώσσας στο χώρο των διεθνών συναλλαγών, δεσμευόμαστε να χρησιμοποιούμε πάντοτε την Ελληνική Γλώσσα, κατά το δυνατόν ανόθευτη, όταν ο συνομιλητής ή αναγνώστης μας την κατανοεί.
Στοχεύουμε σε ένα ελεύθερο και δημοκρατικό Ελληνικό κράτος.
Στοχεύουμε σε μία Ελλάδα που θα παρέχει ασφάλεια, θα εξασφαλίζει την κοινωνική ειρήνη και θα προωθεί την αλληλεγγύη μεταξύ των πολιτών της και των πολιτών του κόσμου.
Στοχεύουμε σε μία ανταγωνιστική οικονομία και σε ένα ανώτερο βιοτικό επίπεδο για τον ελληνικό λαό.
Θα εργαστούμε με αισιοδοξία, κουράγιο και σύνεση για τη διασφάλιση των εθνικών μας συμφερόντων, των παραδόσεών μας και την ενίσχυση της θέσης της Ελλάδας στο διεθνές στερέωμα.
Αναγνωρίζουμε ότι η ενασχόληση με τα κοινά δεν μπορεί ποτέ να αχθεί σε αυτοσκοπό ή αποκλειστική απασχόληση. Δεσμευόμαστε να μην καταντήσουμε κι εμείς κακέκτυπα των κρατικοδίαιτων μορφών πολιτικής δράσης που οδήγησαν την Πατρίδα μας σε τούτη την παρακμή. Ο καθένας μας δεσμεύεται να υπηρετήσει το κοινωνικό σύνολο πρωτίστως μέσα από το επάγγελμα και την επιστήμη του, αφιερώνοντας ταυτόχρονα τον μέγιστο δυνατό ελεύθερό του χρόνο στην προαγωγή των κοινών ζητημάτων.

φαίνεται ότι η ενεξάρτητη ενεργειακή πολιτική του Καραμανλή και η προσέγγιση με Ρωσία και Κίνα (τόσο επιθμητή και προβεβλημμένη και από τον καθηγητή Μαρκεζίνη στο βιβλίο του "μια νέα εξωτερική πολιτική για την Ελλάδα") προκάλεσαν την μήνιν παραδοσιακών μας "συμμάχων" που κατατρέχονται από περσυντηρητικές, εθνικιστικές συμπλεγματικές, κοντόφθαλμες εμμονές, που δεν τους άφησαν να κεφλαιοποιήσουν τη νίκη τους στο Ψυχρό πόλεμο.

Δεν είμαι λάτρης των conspiracy theories,αλλά σίγουαρα το κεφάλαιο του πολιτικού τέλους του βραχέος (κατά Γιανναρά) Καραμανλή δεν έχει εκόμα καθαρογραφεί. Ατολμία, αναποφασιστικότητα, μία περίεργη αίσθηση εντιμότητας αλλά και ανεκτικότητας στη φαυλότητα, και ένα ερώτημα: γιατί δε βγαίνει να υπερασπιστεί τον εαυτό του; δυό λέξεις απολογίας. το χρωστά στο σύνολο του ελληνικού λαού που πίστεψε πως θα μπορούσε κάτι να αλλάξει.

Σε δεύτερη φάση, μου φαίνεται πλέον (Αύγουστος 2012) ότι κι ο αυθορμητισμός του Καραμανλή ήταν επιπόλαιος, στο βαθμό που δε διασφάλισε ότι οι επιθετικές κινήσεις του στη διεθνή σκηνή δε θα ενοχλούσαν τους παραδοσιακούς συμμάχους μας. Δεν παίζεις φουλ επίθεση, όταν δεν έχεις διασφαλίσει την άμυνα.
